The Mexico Office of the U.S. Committee for Refugees and Immigrants Launches Campaign to Respond to Restrictive Measures Against Migrants and Refugees

Tijuana, Baja California, October 9, 2025 — Yesterday, the Latin America and Caribbean regional office of the U.S. Committee for Refugees and Immigrants (USCRI) officially launched the “Still Standing” campaign—an initiative aimed at supporting more than 8,000 displaced and deported persons in Mexico, El Salvador, and Honduras through a reorientation of its protection, humanitarian assistance, education, and livelihood programs. The Still Standing campaign was presented to government authorities, international agencies, and civil society during an event at the Ibero-American University in Tijuana.

With more than 114 years of experience and an active presence in all 50 U.S. states—as well as in countries such as Mexico, Honduras, El Salvador, and Kenya—USCRI assisted more than 139,000 people in 2024 alone. In Latin America, USCRI aims to reduce barriers so that refugees and returnees can access their fundamental rights and support the sustainable reintegration of deported persons.

In a context where immigration policies in the United States are becoming increasingly restrictive and the number of returnees continues to rise, USCRI will implement actions including legal services, professional training, support for entrepreneurship among deported women, access to higher education, and humanitarian assistance. Through multisectoral partnerships, USCRI aims to transform displacement into sustainable reintegration and inclusive development.

“In a context where migrants and refugees—as well as the institutions that work on their behalf—are under siege, diminished, and even criminalized, it is necessary to recognize the determination of migrants to rebuild their lives and get back on their feet so we can continue doing what we have to do,” emphasized Adrián Meléndez, USCRI’s Regional Director for Latin America. The Still Standing campaign focuses on addressing the needs of refugees and migrants. Specifically in Tijuana, USCRI’s Mexico–U.S. Northern Border Program will accompany and represent asylum seekers along Mexico’s northern border.

The launch of this campaign was attended by Florentino Bidal, Director General of Ibero Tijuana; Karen Romero Siu, Deputy Director of the Mexican Commission for Refugee Assistance (COMAR); Adrián Meléndez, Regional Director of USCRI for Latin America and the Caribbean; Diego Amador, professor of law at Ibero Tijuana; and Katerine Girón, Community Coordinator at Al Otro Lado. The panelists affirmed that launching this campaign in Tijuana—a city emblematic of migration—is symbolic of inter-institutional and local efforts to respond to the needs of, and improve access to rights for, people in situations of forced mobility and those seeking international protection.
